BluFin is pleased to announce the appointment of David Hoantee Peng as President and Senior Advisor, bringing over 37 years of executive leadership in global asset management, cross-border capital strategy, and emerging market development. David will play a key role in shaping BluFin’s strategy in space finance, deep technology, and institutional private placements, areas that represent the next chapter of capital formation for long-horizon investors.
With a career spanning BlackRock, Merrill Lynch, Legal & General Investment Management, AXA, Aberdeen, and Aetna, David has helped build some of Asia-Pacific’s most impactful investment platforms. He co-established China’s first bank-led fund management joint venture between BlackRock and Bank of China, launched Merrill Lynch’s asset management business in Taiwan, and scaled institutional AUM from $9 billion to $34 billion as head of Asia Pacific ex-Japan at Legal & General. His background combines regulatory fluency, market entry expertise, and disciplined execution across Hong Kong, China, Korea, Taiwan, Japan, and the United States.
Expanding BluFin’s Strategic Position in Emerging Capital Markets
David’s appointment marks a significant step forward in BluFin’s long-term strategy to deepen its capabilities across emerging sectors, particularly where technology, infrastructure, and capital intersect. He will lead BluFin’s efforts to design and deliver specialized private placement strategies, structure new investment platforms in space-linked industries, and guide the firm’s expansion into frontier asset classes that require institutional discipline, cross-border execution, and governance-ready structuring.
Having recently earned his second master’s degree—with distinction—in Space Leadership, Business & Policy from Thunderbird School of Global Management at Arizona State University, David brings timely insight into the commercialization of the new space economy. His program capstone project supported NASA’s Office of the Chief Technologist and focused on the commercialization of lunar payload services for regular lunar payload logistics—an area increasingly relevant to long-duration capital allocators and commercial customers.
David also serves on the board of Orion Astropreneur Space Academy (OASA) and is a global advisory board member at BlueOnion, where he advises on sustainability-focused fintech solutions for asset managers. At Block Aero Technologies, he contributes to the digital transformation of aerospace through blockchain-based asset infrastructure.
At BluFin, David will work closely with the senior team to identify scalable opportunities at the convergence of policy, innovation, and institutional capital. He will help define the firm’s approach to space infrastructure finance, agentic AI, sustainable aviation, and other sectors where private capital is becoming essential for commercial scale.
His leadership will be instrumental in expanding BluFin’s presence in Asia-Pacific and global innovation markets, and in ensuring our partners have access to the next generation of high-integrity investment opportunities—supported by real governance, transparent structures, and the same operational standards that define BluFin’s core work.
